An appeals court overturned Seattle's ordinance for granting permits to march. The ACLU had filed a lawsuit in 2004 challenging the constitutionality of Seattle's parade ordinance. The suit argued that Seattle's regulations were confusing, burdensome, and so vague that they gave police unfettered discretion to alter or revoke parade permits.
